Directors must be electors of the District. Appointments are made by the City Council of the City of Grand Junction.
Overview
The function of the Horizon Drive Association Business Improvement District Board of Directors is to take such actions and perform such duties as are required of the operations of the District. The District is allowed to make and contemplate a broad range of public improvements including but not limited to:
- Benches
- Bicycle Paths
- Curbs
- Decorative Structures
- Drainage Facilities
- Fountains
- Gutters
- Identification Signs
- Information Booths
- Landscaping
- Off-Street Parking Facilities
- Pedestrian Malls
- Public Meeting Facilities
- Restrooms
- Sidewalks
- Statuaries
- Streetlights
- Streets
- Traffic Safety Devices
- All Incidental Including the Relocation of Utility Lines
Services
The District may provide services within the district including but not limited to:
- Activities in support of business recruitment
- Maintenance of improvements, by contract, if necessary
- Management and development
- Management and planning,
- Promotion and marketing of public events
- Promotion or marketing, organization
- Provide design assistance
- Snow removal or refuse collection
