General Services
The General Services Department was created in 2018 to provide quality internal management services that support City departments in a manner that enables them to carry out their community missions in a cost-effective and efficient manner. These internal services include fleet maintenance and acquisition, facilities and real estate, procurement, warehousing, special projects, and other support services. The General Services Department also directly manages enterprise operations that include Parking, Solid Waste, and Golf Courses.
Facility Services
The Facility Services Division operates as an internal service fund and is responsible for the coordination and management of an effective maintenance, custodial, and resource conservation program for the City’s public buildings. The Facilities Division’s mission is to provide a safe, clean, and comfortable environment for City staff and the public.
Fleet Services
The Fleet Division provides cradle-to-grave asset management for City-owned vehicles and equipment from purchases through replacement and disposal. Fleet provides, scheduled preventative maintenance, inspections, repairs, routine, and emergency repairs on all vehicles and equipment owned by the City and ensures that they are always kept in the safest and most efficient possible mechanical condition. The Fleet Division also performs maintenance and Federal compliance services for Grand Valley Transit.
For both the City and Grand Valley Transit, the Fleet Division also provides fueling services that include 30 slow-fill and 2 fast-fill compressed natural gas (CNG) fueling stations. The CNG that is being dispensed to the 79 compatible vehicles is methane gas, a byproduct from the sewage treatment process, which is converted to a usable biofuel. Once converted to biofuel, the gas is transferred through a pipeline from the Persigo Wastewater Treatment Plant to the City’s Fueling facility at 333 West Avenue.
Golf Courses
The Golf Division oversees two full-service golf courses, one at Lincoln Park in downtown Grand Junction and Tiara Rado Golf Course located on the Redlands. Lincoln Park Golf Course is an easy-to-walk nine-hole course that offers par 3 through par 5 holes and Tiara Rado Golf Course is a scenic eighteen-hole course located at the base of the Colorado National Monument offering unparalleled views Both courses have full-service pro shops, driving ranges, and food and beverage services. Junior golf programs are also offered, which teach life skills and healthy habits through the game of golf.
Both courses host several tournaments each year including the Rocky Mountain Open, a Professional tournament first contested at Lincoln Park Golf Course in 1939. As a steward of the land, the Golf Division uses sustainable agriculture techniques to care for both courses.
Investment Management
Investment Management includes the implementation of prudent strategies, including procedures to ensure the safety of investments while also maximizing earnings. Ensuring that sufficient liquidity is available to support operations and adhering to the City’s investment policy is also key in managing the City’s $144.8 million investment portfolio.
Parking
The Parking Division oversees all the meters, parking lots, and the parking garage located at 5th and Rood. It is responsible for the upkeep and maintenance of each location as well as ensuring compliance amongst the downtown area parking spaces. The main goal for the Parking Division is to enable safe and easy parking spaces to allow citizens of Grand Junction, Mesa County, and visitors to the area to have direct access to the downtown shops and restaurants.
Project Team
The Project Team was formed as a creative approach to dealing with the difficulty of hiring and training the seasonal workers that the City relies on to complete a variety of projects needed to maintain our high level of service to the community. The Project Team is available to complete a wide range of projects on an as-needed basis. The intent is to have a multi-purpose crew available at all times to assist regular crews when their workload is at a peak, such as during the annual chip seal road maintenance effort, Spring Clean Up, and Leaf Pick Up, or to assist with projects that are harder to complete due to limited availability of regular crews.
Purchasing
Purchasing is responsible for the administration of the City’s formal bid processes for the procurement of all goods and services in excess of $25,000, cost control and monitoring of general purchasing within the City government, and purchasing stock for the City’s warehouse. The Purchasing Division also manages the City’s contract with Pinnacle Venue Services. Pinnacle is the company the City contracted with to operate the Grand Junction Convention Center, the Avalon Theater, and the Las Colonias Amphitheater.
Recycling
The Recycling Division offers curbside recycling for residential homes and dwellings 4-plex and under, as well as operates a free recycling drop-off at 333 West Avenue. All products listed in the Recycling Guide are sent to market and never landfilled.
Solid Waste
The Solid Waste Department is a utility enterprise, funded through rates and rate changes that are established by City Resolution. The fund's existence is to provide quality refuse collection to the citizens of the community at a fair price. Since 1996, the City of Grand Junction Solid Waste Department has provided automated refuse collection and volume base rates to all residential customers within City limits. Commercial refuse collection is also available.
Warehouse
The Warehouse manages all inventory items for the City for frequently used and essential materials that are issued to City departments and other government agencies. The warehouse operation also oversees the disposition of surplus property.
