Private Activity Bonds (PABs) are tax-exempt securities issued by or on behalf of a local government solely to extend special financing benefits for qualified projects. PABs facilitate financing for projects that serve the public or the common good, covering various purposes such as economic development, affordable homeownership, and affordable rental housing.
While the City of Grand Junction considers all projects, it is currently prioritizing affordable housing rental and homeownership initiatives within city limits. The City of Grand Junction will give the Grand Junction Housing Authority first right for all Private Activity Bond allocations before opening up the general application.
In 2023 and 2024, the City of Grand Junction had a PAB allocation of $4,031,651 (2023) and $4,253,193 (2024) for a total of $8,234,844 and opted to utilize the carry forward option and will be made available during - the 2025 allocation process. In 2025, the City received an allocation of $4,465,271, resulting in a combined total of $12,700,112 of available PAB allocation. In July 2025, the City of Grand Junction (Resolution 41-25) assigned the full $12.7 million to the Colorado Housing and Finance Authority in support of financing The Ascent at the Salt Flats Project through Brikwell Development. *Due to the federal government shutdown, updated Census data will not be available until later in the first quarter of 2026. As required by state statute, allocation letters must be issued to entities by January 15 of each year; however, initial allocation amounts may be adjusted once final Census data are released and any related recalculations are completed.
The 2026 application deadline for the Private Activity Bond allocation will close on April 20, 2026.
