The City of Grand Junction has officially launched the 18-month Micromobility Pilot Program with the test drive of e-scooters by City Council members prior to last night’s Council workshop. The city has contracted with two vendors, Bird and Lime, to provide shared e-scooter service during the pilot program within the designated pilot area. Ongoing outreach and education by the city and vendors aligns with Grand Junction municipal ordinance regarding rules and usage guidelines. Users will access e-scooter service through each vendor’s mobile app which also manages the perimeters within which the e-scooters can operate. If riders enter areas geofenced as dismount zones, e-scooters will cease acceleration. The pilot area, where e-scooters are allowed within city limits, extends from 24 Road to the 28 ½ alignment and from I-70 and Horizon Drive to the Riverfront Trail and portions of Orchard Mesa including the Mesa County Fairgrounds. Riders are restricted from riding on sidewalks on Main, Colorado, and 7th Streets in downtown Grand Junction and cannot ride outside the pilot area on either end of the Riverfront Trail. E-scooter riders should consult the app to determine whether their destination is within a designated parking zone or an unrestricted parking area. For eligible riders without access to a smartphone or a credit card, each vendor offers text- and/or cash-based operation of e-scooters.
The city’s micromobility plan calls for between 200 and 500 e-scooters to be deployed in May of 2023. Users traveling in certain locations will need to park e-scooters within the 30+ designated parking zones or corrals including those in downtown, Colorado Mesa University campus, the Riverfront Trail, and Lincoln Park, Sherwood Park, and Canyon View Park. For travel in other locations, e-scooters may be left at rider destinations in the pilot area, as long as ADA clearances on sidewalks and public and private access are maintained. The city will be regularly assessing the performance of the pilot to evaluate whether opportunities exist for expansion, a reduction, or its discontinuation.
