The City of Grand Junction is pleased to announce the appointment of Kimberly K. Bullen as the new Deputy City Manager. A long-time resident of the Grand Junction area, Bullen brings more than 25 years of public sector leadership experience across municipal, county, and state government, with a strong background in infrastructure planning, strategic initiatives, and intergovernmental collaboration.
Most recently, Bullen served as the Public Works Director for the City of Fruita, where she led citywide infrastructure operations, oversaw a multi-million-dollar budget of $6.4 million, and developed capital improvement plans. Grounded in humility, her work emphasized partnerships, cross-departmental coordination and long-term strategic growth.
Her prior experience includes serving as Northwest Regional Field Manager with the Colorado Department of Local Affairs, where she supported 21 municipalities and led regional efforts in housing, economic development, disaster recovery, and governance. She also held senior roles with the City of Rifle, Rio Blanco County, and Mesa County, including Assistant City Manager and County Administrator.
“Kimberly is known for building high-performing teams, fostering strong relationships with elected officials and community partners, and delivering complex capital projects with efficiency and transparency,” said City Manager Mike Bennett. “She brings deep regional knowledge as well as a strong commitment to public service and we’re thrilled to welcome her to the City of Grand Junction.”
Bullen’s leadership experience and community-centered approach will be key as the City continues building on its strategic goals of delivering high-quality core services to residents.
