Grand Junction has a Council/Manager form of government, and is a Colorado home rule city. The City Manager is hired by City Council to provide administrative leadership for the organization, direct and coordinate all City services, present information and recommendations to the Council, and implement policies and goals set by the City Council.

Laurie began her public service career as a Police Officer and worked her way up to Assistant City Manager in Gillette, WY and City Manager in Cody, WY. She holds a Master of Public Administration from the University of Wyoming and is accredited as a Professional Manager by the International City Managers Association (ICMA).

The Deputy City Manager serves as the City Manager’s chief assistant in coordinating the operations of City departments and maintaining relations with other governmental units, employees, and citizens. The Deputy is also responsible for the oversight of several City divisions.

Rich came to the City of Grand Junction from Delta, CO where he most recently served as the Executive Director of the Delta Housing Authority.  Prior to this, Rich served as Delta City Manager , Delta Assistant City Manager, Director of Delta Parks and Recreation, and Delta Recreation Director . Rich also previously worked for the City of Grand Junction in our Parks and Recreation Department. Rich holds a Bachelor of Arts in Leisure and Recreation Services from Mesa State College and a Master of Public Administration from the University of Colorado.

Relations Coordinator

The Communications and Community Relations Coordinator is responsible for coordinating activities related to communication including City news, media relations, Cityscape video programming, and publications, as well as coordinating community activities.

Sam holds a Master of Business Administration from Colorado State University. Prior to coming to Grand Junction, she worked for Larimer County in Fort Collins, CO as well as a large public sector consulting firm in Denver.

   

Angela Harness

The Management Analyst works closely with the management team to perform a variety of duties to support City administration and other City departments and is also responsible for coordinating the City Youth Council.

Angela holds a Master of Public Administration from the University of Kansas. Prior to coming to Grand Junction, Angela did an internship with the City’s Municipal Services Department in her hometown of Olathe, KS.

   
Belinda White

Belinda received an Associate of Arts degree from Oklahoma State University. A Colorado native, she returned to Colorado in 2002 after spending time out of state. Belinda sees to it that the City Manager's and City Attorney's offices run smoothly, regardless of the task.
 
 
Tina Dickey

Tina is currently enrolled in the Paralegal program at Mesa State College and working toward receiving her Paralegal/Legal Secretary certificate. She has been with the City of Grand Junction for many years and transferred to the Administration Department from the Grand Junction Police Department in July 2007. Tina will work with Belinda to see to it that the City Manager's and City Attorney's offices are organized and efficient.
