Riverside Parkway Phase I - 9th Street and Struthers Avenue to 29 and D Roads and 29 Road from theColorado River to just north of D Road.

Phase I begins at 9th and Struthers and continues east across Las Colonias Park, north to D Road then east to 29 Road. Mesa County contracted with the City to include the portion of 29 Road from D Road south to the Colorado River Bridge. This segment also included sewer line work on D Road from 15th Street to 29 Road and under-grounding of overhead utilities.

Construction of the four mile first phase was completed November 2006, and completion of the 29 Road segment coincided with Mesa County's Colorado river bridge opening in July 2006. Completion of the 29 Road portion allows Orchard Mesa residents to utilize the 29 Road corridor to get to the 30 Road underpass as an alternative to 5th Street.

SEMA Construction was awarded the construction contract for the Riverside Parkway Phase I in September, 2005.

Riverside Parkway gets official nods of approval and planning is completed

Riverside Parkway Environmental Assessment
summarizes the results of the evaluation of the No-Action alternative and three "build" alternatives for the Riverside Parkway in Lower Downtown.

Based on this evaluation, Alternative 30J is identified in the Environmental Assessment as the Preferred Alternative for the Parkway alignment between 4th Street and 27 ½ Road, including a new interchange at 5th Street (SH 50).

Finding of No Significant Impact (FONSI) summarizes the alternatives considered and documents the reasons for selecting Alternative 30J. The approval of the FONSI is based on CDOT's acceptance of the information presented in the Environmental Assessment, which indicates that Alternative 30J will have no significant impact on the environment.

Features of the Parkway - The Riverside Parkway includes more than just asphalt. The citizens of Grand Junction have confirmed a shared community vision for the Parkway. This includes improved pedestrian and bicycle access, an attractive entryway into the City, the elimination of dangerous “at-grade” railroad crossings, and a way to eliminate cut-through traffic and provide future flood protection to the Riverside neighborhood. The Parkway design includes:

  • A pedestrian bridge linking the Riverside neighborhood with Lower Downtown
  • Sidewalks
  • Bicycle lanes
  • Landscaping in medians
  • Connections with the Riverfront Trail
  • Undergrounding of overhead utilities
  • Drainage improvements

The City has not lost sight of one of our project goals—to make this an attractive roadway that provides connections for citizens to continue to enjoy the riverfront.

Right of Way Acquisition and Relocation - All of the right-of-way acquisitions and relocations were completed in the summer of 2006.

  • West section - business properties have been purchased near the proposed viaduct at 25 Road and River Road, and the owners compensated for their relocation costs and buildings removed.
  • Lower Downtown area - residential properties west of 5th Street have been acquired, tenants and owners relocated, and buildings removed.
  • East section - properties have been acquired and the owners compensated for their relocation costs and buildings removed.
