Construction Within Public
Right-of-Way
A Permit for Construction Within Public
Right-of-Way is required for any work within the public right-of-way
of the City of Grand Junction. Right-of-way includes public streets, curbs, gutters, sidewalks, alleys, and utility easements. Types of work that are affected include, but are not limited to, sanitary sewer, storm sewer, water lines, irrigation lines, curb & gutter, sidewalk, driveway changes, utility work, and any activity that impedes or obstructs vehiclar traffic or pedestrian movement.
Forms can be picked up at the City Engineering Field Services office at the City's Shops complex at 333 West Avenue, Bldg. E, north of Highway 340 (Broadway) between 8:00 am to 4:00 pm. Monday through Friday. A cost
of $60.00 is due with the completed application. In most cases, Performance/Warranty
Guarantee is required to be submitted with the application. A traffic control plan
provided by a professional traffic control company, and a map indicating the location of the work is necessary to be

Permit
Application for Activities Within Right-of-Way
Prior to any activity such as a parade, street dance, craft show,
run/walk, etc., that takes place within the public right-of-way
of the City of Grand Junction requires a Permit Application Form for Activities within Right of Way or other Public Areas to be completed and submitted for approval. A traffic control plan
provided by a professional traffic control company, and a map indicating the location of the event, must be
submitted with the application. The application forms may be picked up at the Public Works and
Planning Department, Room 245, 250 North 5th Street. Please call 970-256-4076 for further information.


Construction Services Department insures that all construction within
the public right-of-way meets or exceeds the City
Standard Specifications.

Construction Inspection Construction Inspectors are responsible for inspecting and documenting
all of the Capital
Improvement Projects within
the City limits. Inspectors check grade and alignment, compaction of the
soil and aggregates, the quality of the concrete and asphalt to assure the projects are in compliance with the Americans with
Disabilities Act (ADA) specifications.
Construction
Inspector issues, directs, and monitors the Permit for Construction within Public Right-of-Way. The Permit
is issued to utility companies and private contractors for work
in the right-of-way.

Development Inspection The
Primary function of the Development Inspector is to insure all new
developments are constructed in accordance to the applicable standards
and specifications before they are accepted for maintenance by the
City of Grand Junction. The Development Inspector coordinates all
inspections with Development
Services.
The Development Inspector is
responsible for spot inspections, confirming the construction and
testing reports furnished by the developer and his consultant, reviewing
the as-built plans and performing a final walk-through inspection
with the developer.

Quality Assurance The
Quality Assurance Technician is responsible for inspecting and
testing of materials on City projects to assure the construction
methods and materials meet governing project specifications. The
governing project specifications include the City of Grand Junction,
Colorado Department of Transportation (CDOT), American Association
of State Highway and Transportation (AASHTO), and American Society
for Testing and Materials (ASTM).

Survey Services The City Surveyor reviews proposed subdivisions, as well as other
applications that come through the
Planning Department, for errors and statutory completeness
on Federal, State, and local levels. Errors can be difficult for
landowners to correct after a subdivision becomes official record.
The City Surveyor also participates in maintaining the City Zoning
and Development Code to ensure its statutory compliance.


Computer Aided Design & Drafting - CADD provides service for all Cityengineering projects,
maintains as-built drawing files for complex infrastructure systems and provides
information to the public and staff concerning infrastructure
systems and City projects.
