MISSION:
The mission of the Grand Junction Commission on Arts
and Culture shall be to help create and nurture a climate
and conditions in Grand Junction in which the arts and culture
can thrive and grow. The Commission is dedicated to developing
and improving the quality, quantity, accessibility, and affordability
of arts and culture to the citizens of the Grand Junction
area. The award of grants
is intended to accomplish the following Commission goals and
objectives:
GOALS: (in order of priority)
1. Develop a broad and diverse audience base for the arts.
2. Encourage cooperation, collaboration, and partnerships
within the arts community.
3. Support programs reflective of Grand Junction's diverse
cultural heritage.
4. Increase the artistic, management, and marketing capabilities
of local arts organizations.
5. Promote projects with the potential for self-sufficiency
after three years.
OBJECTIVES:
1. Encourage artistic excellence.
2. Encourage new projects, programs, organizations, and artistic
endeavors.
3. Encourage projects which educate the public about the art
form.
4. Increase opportunities for Grand Junction artists and organizations
to perform, present, exhibit.
5. Foster the development of fundraising capabilities for
new, emerging organizations and events.
APPLICATION REVIEW CRITERIA:
1. The artistic merit of the proposal.
2. The artistic and administrative capability of the applicant
to complete the project.
3. The significance, impact, or educational benefit of the
proposal to the community.
4. The appropriateness of the proposed budget.
5. The level of community involvement, volunteer participation,
and/or financial contributions.
REQUIREMENTS:
1. The event/project/program must take place in the Grand
Junction vicinity, between March 1, 2005 and March 1, 2006.
2. The applicant will submit a complete and timely proposal--one
application per organization--in a form and format outlined
by the Commission, and make a presentation of the proposal
to the Commission.
3. Grants will be awarded only to non-profit organizations
or agencies, not individuals.
4. The applicant will submit a complete and timely report
following completion of the project, or will forfeit all consideration
of future funding from the Commission.
WHAT THE COMMISSION DOES NOT
FUND:
1. Prizes
2. Scholarships
3. Non-arts related fund raisers
4. Capitol expenditures over $1,000
5. Equipment purchases over $1,000
6. Projects intended to fund only general operating expenditures
7. Projects intended to reduce previously incurred deficits
CONFLICT
OF INTEREST STATEMENT:
The Commission on Arts and Culture resolves that its members
should avoid any action which could possibly be interpreted
as a use of Commission membership to further his or her own
interest (both genders intended throughout) or that of any
organization with which he is affiliated. In order to avoid
any possible conflict of interest, or the appearance of any
conflict of interest:
1. No Commission member shall be a member or the spouse of
a member of the governing board or an employee of any local
arts or cultural organization. (City of Grand Junction Resolution
No. 44-89 Creating the Grand Junction Arts Commission).
This shall not prohibit any Commission member from being a
general member or patron of any local arts and cultural organizations.
2. No Commission member shall personally submit an application
for funding for himself or for any organization with which
he is affiliated, but the organization is not, however, disqualified
from submitting such an application.
3. Commission members should strive to avoid a bias toward
a particular artistic discipline, institution, or geographic
area. 4. A Commission member shall refrain from advocating
for and shall abstain from voting on any application from
an organization with which he is affiliated, although this
shall not apply to organizations of which he is a general
member or patron.
5. No Commission member shall receive any benefit or remuneration
whatsoever in exchange for his taking action as a member of
the Commission, except for reimbursement of any necessary
and actual expenses he may incur.
