Do I need a fence permit?

Yes. All new fences within the City limits require a fence permit. General repair and maintenance do not.

 
What is zoning?
It’s a classification with a particular set of rules and regulations that limits the types of uses allowed on a piece of property.
 
What is a setback?
A setback is the minimum distance between a structure and a property line of a parcel of land or other established reference point.
 

How many animals can I have on my property?
Agricultural Animals (i.e. horses, cattle, donkeys, etc.): In the CSR, RSF-R, RSF-E, RSF-1, and RSF-2 zone districts may have up to 1 (one) large agricultural animal per ¼ acre of land. In these districts, all types of fowl (i.e. chickens, turkeys, ducks, and geese) shall be allowed, subject to the confinement provisions of this Section. All other zone districts may have up to 1 (one) large agricultural animal per ½ acre of land.
Household Pets: In all districts, a maximum of three (3) adult (four months or older) household pets, e.g. dogs, cats, per species, shall be allowed. In no event shall the total number of adult household pets exceed six (6). The requirements of above shall not apply to those small animals kept within a residence as household pets, e.g. fish, small birds (parakeets, parrots), rodents (mice, rats), and reptiles (non-poisonous snakes, lizards).

 

 What are the fencing requirements for animals?
Agricultural Animals: All agricultural animals kept on a parcel shall be fenced so that they are no closer than one hundred feet (100') from a principal residential structure on adjoining property. For the purposes of this section, the first in time shall be the first in right. Written permission, if the animal(s) were not first in time, for a lesser distance may be obtained from the property owner, or if not owner occupied, from the occupant.
Small animals e.g., chickens and rabbits, which are kept outside the residence, shall be confined by a fence, cage, or pen so as to be no closer than twenty (20) feet from a principal residential structure on an adjoining property. Such permission may be revoked at any time. Upon revocation, the owner of the animal shall have thirty (30) days to move the animal so that compliance is achieved.
Household Pets: Dogs or cats kept confined in kennels shall be kept no closer than twenty (20) feet from the nearest principal residential structure on an adjacent property, unless written permission for a lesser distance is obtained from the adjacent occupant or property owner. Such permission may be revoked at any time. Upon revocation, the owner of the animal shall have thirty (30) days to move the animal so that compliance is achieved.

 

Can I put a mobile home/manufactured house on my lot?
A mobile home/manufactured house may be placed anywhere a standard stick built home can be built as long as it meets the following criteria: 1) the home must meet the bulk requirements of the zone district (i.e. setbacks, height, density, lot coverage), 2) it must be HUD approved, 3) it must be on a permanent foundation, and 4) it meets the National Manufactured Homes Construction Safety and Standards Act requirements and certifications.

No mobile home/manufactured house which does not meet the National Manufactured Homes Construction Safety and Standards Act requirements and certifications may be used as dwelling in the City except in an established mobile home park.

 
When do I need a Planning Clearance?
Any new structure on a property or any addition to an existing structure requires a Planning Clearance
 
What information do I need to bring in order to get a Planning Clearance?
You will need to bring a site plan on 8 ½ x 11 paper showing: your lot; its dimensions; all existing structures on the property and their distances to property lines; where the new structure/addition will be, its dimensions and distances to property lines; the driveway location, width, and distance to the nearest property line; and all easements and rights-of-way located on or near the property.
 
Can I put an apartment over my garage? In my basement?
ACCESSORY DWELLING UNIT - A dwelling unit which is secondary to a principal dwelling unit in a single-family residential zone, which may be attached to the principal structure or free-standing.
RESIDENTIAL SUB-UNIT - A dwelling unit which is secondary to a principal dwelling unit in a single family residential zone, located entirely within a principal structure.
Residential sub-units and accessory dwelling units shall comply with the following standards:
a. One (1) residential sub-unit or accessory dwelling unit (Unit) may be allowed in conjunction with a single-family use.
b. The design and location of the unit shall be clearly subordinate to the principal structure.
c. The unit can only be located on a lot or parcel of 5,000 square feet or more.
d. The unit shall not be included in the zoning or land use density calculation.
e. Either the principal structure or the unit shall be owner-occupied.
f. The unit must meet all requirements of the Building and Fire Codes.
g. One (1) off-street parking space per unit is required, in addition to the spaces otherwise required.
h. The unit shall share utility meters with the principal structure.
i. The unit shall not be less than three hundred (300) square feet and not more than the lesser of seven hundred (700) square feet or fifty (50) percent of the floor area of the primary residence.
j. The unit shall be integrated into the site by appropriate site grading, earthwork and landscaping and be harmonious with the character of the neighborhood.
k. A residential sub-unit shall be located entirely within a principal structure.
l. The outside appearance of the principal structure shall not be changed from that of a single-family residence.
m. Private entrances to residential sub-units shall be located on the side or rear of the residence.
n. Accessory dwelling units may be attached to the principal structure or freestanding, but in no case located in front of the principal structure. If detached, the accessory unit shall be located on the rear half of the parcel.
o. Accessory structure setbacks can be used for detached accessory dwelling units if single story. Multiple story structures used as accessory Dwelling units must meet principal structure setbacks.
p. The design and construction material used in an accessory dwelling unit shall be complimentary to the principal structure.
q. Minor site plan review shall be required.
 
What are the requirements to put up a new sign?
A sign permit or sign clearance is required to put up or replace any sign.
