Welcome to the City of Grand Junction Comprehensive Plan web site!

Thank you for visiting this site! As you may have heard, the City of Grand Junction is currently in the process of developing a comprehensive plan. The process began mid-year 2007 and is expected to be completed by mid-year 2009.

This Comprehensive Plan is being developed through an interactive community effort and will play an important role in guiding the future growth and development of the City of Grand Junction.  For the Comprehensive Plan to be a useful and valuable resource, it is imperative that the public participate in this process. Without public participation, the City has no means of knowing what type and direction of growth is acceptable to residents. To that end, there are a number of public meetings scheduled as well as opinion surveys that will be compiled and incorporated in the Comprehensive Plan. Your input into the process is requested and valued.

Please continue to check this website for hot topics, scheduled events and meetings, meeting results, surveys, contact information, FAQs and more.

Current News

The Grand Junction City Council and the Mesa County Board of County Commissioners will be hosting another joint public hearing to discuss the possible boundary changes to the 201 Persigo Sewer Service Area on Wednesday, April 30 at 5:30 p.m. in City Hall, 250 North 5th Street. During that meeting, they will discuss and take action on the proposed 201 boundary expansion areas.

What is a Comprehensive Plan?

A comprehensive plan is a tool to guide the constant change and evolution that every community faces. It is comparable to a contractor's blueprint. By outlining a vision for the community, and strategies for achieving that vision, a comprehensive plan acts as a foundation for any policies and actions a community wants to implement in the future. Comprehensive Plans usually address the following issues: the use of land, natural resources, transportation, economic development, housing, recreation and public facilities. And the comprehensive planning process typically involves three steps:

  • understanding where we are now;
  • deciding where we want to go;
  • and choosing how we get from where we are now to where we want to go.

To request a video explaining the Comprehensive Plan process in more detail, please contact Lisa Cox, Planning Manager by email or by telephone (970) 244-1448; or Dave Thornton, Principal Planner by email or telephone (970) 244-1450.

What's happened so far?

Over the past several months, the consultant team, City staff and committee members have held several public open houses and meetings. These open houses and meetings have been held to share with the public the progress that has been made on the Plan. The open houses also served as a way to gather input from the public as to the direction of the project thus far.

What's next?

Please continue to check the Event Calendar for upcoming meetings and events. Additional opportunities will be given for key pad polling to further explore community values. The Comprehensive Plan team will be merging all of the input into several Growth Scenarios (alternatives) for further consideration and analysis. Although an exact date has not been set, the the preferred alternatives will be presented at the next series of public open houses which are tentatively scheduled in May. Click on the link for Upcoming Events to view the most current meeting schedule.

How can I become involved in the process?

Public involvement is a critical component of this Comprehensive Plan. There are many different ways for you to get involved to help shape the plan throughout the planning process. The main ways to become involved are:

Attend Community Events and Open Houses

A variety of events and open houses will be scheduled at key steps in the process as a means for broad public comment. These will range from "roll-up-the-sleeves" workshops, to smaller meetings with members of the project team and the public. Locations will vary and meetings will be announced in the newspaper as well as on this website under Upcoming Events.
