Delinquency (Past
Due) Rules
FOR
ALL ACCOUNTS: Charges for services are billed after
services are received. Bills are dated the same day they
are generated and are mailed the same day as printed with
a due date of 15 days later. By law,
the landowner is ultimately responsible for all City
of Grand Junction utility charges related to a property.
Therefore, if for some reason a bill is not paid it can
result in a lien on the real estate.
ACCOUNTS WITH WATER
SERVICE:
If the prior month's bill is not paid when due, those charges
will be shown as a past due balance
on the current month's bill and must be paid in full by
the due date of the current month's bill or the account
is considered delinquent.
If
delinquent, a "Past Due Reminder Notice" will be
hung on the door of the service address. There is a $5.00
late fee added to the account at this time. The notice gives
specific instructions on how, where and when to make the
past due payment in order to avoid water service being disconnected.
If
the past due amount is not paid by the date specified, then
the water is shut off, a "Water Disconnect Notice"
is hung on the door, and a $15.00 late fee is added to the
account at this time.
Please
Note: At any time before or during the delinquency,
the Property Owner can call and make an arrangement to pay or approve
an arrangement to pay by the renter. A payment arrangment
will either prevent the water from shut off or get the water
turned back on.
Once
water has been shut off, the full
balance must be paid in order for the water to be
turned back on. There is no additional fee when the meter
is turned back on, and normally we can have City personnel
turn on the service within the hour.
ACCOUNTS WITHOUT WATER
SERVICE: If an account has two prior month's bills
that are not paid, a delinquency notice is mailed to both
the landowner and the renter, if applicable. If the bills
are not paid by the next month, a second notice will be
mailed again to the owner and/or renter. Finally if the
account remains unpaid, a lien will
be filed with Mesa County and the utility charges
will be assessed on the landowner's property tax bill.
