2005/2006 Strategic Plan Update

Strategic Plan Background

The City of Grand Junction was a major participant in the Vision 2020 initiative in 2001that involved hundreds of area residents in discussions about what they would like to see in the future for the Grand Valley.

In order to play our part in helping create the future that area residents have said is important to them, City Council initiated a City strategic planning process in the spring of 2002. In developing 10-year strategic directions, Council and City staff reviewed and considered the priorities contained in 15 plans developed by governments and organizations throughout the Grand Valley as well as in existing City plans. The result was the City's Original Strategic Plan 2002-2012 which was adopted in 2002. In the fall of 2004, this document was revisited and updated to reflect changing needs and issues, as it will be every two years.

As part of the Strategic Plan update process, a random sample telephone survey was conducted and over 400 citizens were contacted. Results of this survey were compiled and presented to Council at their annual retreat. The results were used to guide Council as they developed and prioritized 3 to 5-year Goals to address each of the Strategic Directions.

In addition to the telephone survey, in August 2004, Council hosted a series of eight neighborhood meetings in City parks spread throughout the community, and one televised meeting that took place in City Hall. These meetings were used to ask citizens for direct feedback on what the City was doing well and what areas needed more attention.

Armed with this information, the Council and City staff set out to update the Strategic Plan through a series of meetings. The update addresses 10 to 15-year Solutions to key community issues that establish the statements of success for Grand Junction’s future; 3 to 5-year Goals for each Solution that state the results expected in that time frame; specific and measurable 2-year Objectives established to achieve each Goal; and short-term Action Steps to accomplish each Objective.

The updated Plan will guide both Council members and City staff as they make decisions related to City policies, programs and resources in the coming two years.
