Cable Franchise Agreement
The City of Grand Junction will be putting an issue before the voters in April 2005 that would create a cable franchise agreement that would allow for the creation of an educational and governmental TV channel for the City's use. A public hearing on the proposed ordinance will be held during the City Council meeting on March 16, 2005.

Newsrack Ordinance
To deal with the unsightly proliferation of newsracks downtown, an ordinance has been adopted to establish a bank of official newsracks for lease to newspapers. This ordinance amends part of Chapter 32 of the City Code of Ordinances. The ordinance was approved at the City Council Meeting on February 16, 2005.

Alcoholic Beverages – Sampling in Liquor Stores
On February 2, 2005, the City Council adopted an ordinance allowing retail liquor stores to provide one-ounce (or less) samples of beer and wine to their customers between the hours of 1 p.m. and 7 p.m., up to three days per week. This is expected to help customers make selections and enhance sales of new products.
Alcoholic Beverages – Spirituous Liquors Prohibited in Public Parks and Ways
On February 2, 2005, the City Council considered a first reading on a proposed ordinance amending Chapter 32, Section 10 of the Grand Junction Code of Ordinances to correct a scrivener's error in which the terms "possess" and "spirituous" were omitted from the description of beverages prohibited from possession or consumption in public ways and parks. The intent was to prohibit possession and consumption of all types of alcoholic beverages in public ways and parks, so this correction will improve enforcement of the ordinance.
Also, in July 2004, the City Council approved Ordinance No. 3650 which amended several sections of the Code to allow alcoholic beverage service in sidewalk restaurants. The corrections proposed will bring Chapter 32, Section 10 of the Code into line with this as well. Proposed amendments can be viewed below.

Smoking Ordinance
Ordinance No. 3540 regulating smoking in public places was adopted on July 2, 2003, and went into effect on January 1, 2004. Compliance is being phased in for various types of businesses and public places; by January 2006, all businesses and places within the City will be required to be in compliance with the ordinance.
A forum was held at City Hall on February 4, 2005 to educate on compliance and to field questions from the public.

Some amendments to the ordinance may be considered to make its requirements more clear and compliance more straightforward, as well as to enable uniform and consistent enforcement.
